"Priority scope is the first 30 presentation rows of INFORM Severity August 2026, sorted by score then people in need within ties. Equal scores retain equal severity ranks. This is a dated crisis snapshot, not a donation-worthiness or effectiveness ranking.",
"Bangladesh, Cuba and Iraq share severity rank 30. Bangladesh occupies presentation row 30 because it has the largest people-in-need estimate among them. Cuba and Iraq remain tied priority countries outside this exact 30-row scope.",
"Gaza is tracked separately within Palestine; it is not assigned Palestine’s country score as its own severity measure.",
"Each organization is counted once per country only where reviewed country evidence exists. A federation’s national fundraising affiliates are not additional organizations.",
"Counts include reviewed 2025/FY2025 reporting-period results and dated 2026 updates; they do not guarantee current operations, aid access or an available country-specific donation restriction.",
"AVSI Ecuador is not counted pending clarification of surviving programme scope after a reported funding termination. MASC’s separately funded Chad activity is not counted under the checked Sudan coalition route."
